The preliminary schedule is based on modelling nine ways to build the dikes while limiting the chance that construction shifts flood risk onto nearby homes.
The modelling favours building connected sections because gaps in a partly built dike can let water into residential areas and obstruct its return to the river. It also favours building parts of Dike 129 first: building Dike 130 first could increase flooding near homes south of Dike 129. Segment 1 is left until the final year because building it early could raise water levels around Hicks Avenue, while other segments provide earlier protection for residential properties.
The recommended sequence is Middlesboro Phase 1 and Segments 2, 3, 4 and 9 in 2027; Segments 6, 7 and 8 in 2028; and Segments 1 and 5 in 2029, with Segment 9 timed ahead of the planned Voght Street Pump Station work.
This remains a preliminary, but likely recommendation, with contractor availability, contracting strategy and effects on other dikes to be assessed during detailed design.
